Donations would be better used locally if they pared down the regional offices and focused more on the actual work the local units do. Middle management is extremely over-populated and they work to make sure that they look busy and important. From serving food to balancing the books, they function as the Executive Directors and the Pastors for the La Crosse Salvation Army. There systems (both tech and administrative) are antiquated and there is no desire to improve them. These officers are responsible to lead by assessing needs, delivering programs and directing ministries for our local community. There is also a distinct suspicion of any new technology or new ideas. Favoritism abounded, along with nepotism and a penchant for favoring married cis gendered people. People were put in charge simply because of their rank, rather than their experience, skills or education. I went back time after time because I wanted to help people, but I finally had to give up because the administration was consistently inconsistent and poorly managed.

While claiming to be a Christian organization, they often show little to no respect for their employees. There is definitely an insular culture and administration has unrealistic expectations from the local units. I worked for The Salvation Army on and off for a number of years.
